The Out of Home Care working group commenced in 2018 out of work done in response to recommendations made by the Royal Commission into Institutional Responses to Child Sexual Abuse.

The working group was tasked with developing guidelines for government archives on implementing the Find and Connect Access Principles

The aim of the project was to go beyond the recommendations, considering previous research and findings, and provide resources and training on contextual records, best practice access guidelines, trauma informed practice and supporting archivists undertaking the work, which will all help to improve access to records by Care Leavers. Many of the topics discussed as part of the project had wider applicability across the archives profession.

The working group developed a guidance document which was endorsed and published by CAARA in 2021.
